The Departments In NMCN (The Nursing And Midwifery Council Of Nigeria)

This post explains all the departments in NMCN (Nursing and Midwifery Council of Nigeria) and also the Programmes and Requirements.

The Nursing and Midwifery Council of Nigeria is the only legally accepted, corporate, statutory, and administrative body charged with specific functions to perform on behalf of the Federal Government of Nigeria to ensure the delivery of safe and effective nursing and Midwifery care in Nigeria through quality education and best practices.

The Council is mandated by law to regulate the standards of Nursing and Midwifery Education and Practice in Nigeria and to review such standards from time to time to meet the changing health needs of Nigerians.

The Nursing and Midwifery Council of Nigeria (NMCN) also known as “The Council” is the only professional Council for all grades and Cadres of Nurses and Midwives in Nigeria.

DEPARTMENTS IN NMCN (NURSING AND MIDWIFERY COUNCIL OF NIGERIA)

1. HUMAN RESOURCES/ADMINISTRATIVE DEPARTMENT

The department is directly responsible to the Registrar and is headed by a Director whose office performs the following functions:

  • Coordinates all personnel and administrative duties of the Council.
  • Host Appointment, Promotion and Disciplinary Committee meetings of the Council.
  • Coordinates matters relating to appointments, upgrading, conversion, promotions, deployment or transfer and discipline of staff.
  • Determines and manages the human resource needs of various departments and develops strategies for recruitment and placement of required manpower.
  • Plans and Co-ordinates staff Training programmes
  • Develops effective induction programmes for newly recruited staff.
  • Prepares and maintains the register of all staff, confidential and secret files.
  • Assists in Planning, Organizing and Co-ordination of Council’s annual activities/programmes.
  • Prepares annual manpower budget of the Council.
  • Caters for staff welfare;
  • Interprets and communicates Federal Government as well as Management policy directives to employees of the Council.
  • Handles Council’s Protocols and Public Relations matters

2. EDUCATION DEPARTMENT

The Education Department oversees all matters relating to the educational activities of the Council. Its main activities involve initiating, planning, implementing, and coordinating all Council’s educational activities at basic and post-basic levels. This Department is headed by a Director

FUNCTIONS

  • Host Education Committee meetings of the Council.
  • Co-ordinates all educational and related activities of the Council which include indexing, development, and review of various Nurse curricula and the continuing education for all categories of Nurses in the Federation.
  • Provides information to Council on all matters related to basic and post-basic Nursing Programmes in Nigeria.
  • Monitors and evaluates, periodically, the existing educational requirements set by the Council for fresh Candidates for various Nursing Educational Programmes and ensures that these requirements are in conformity with the prevailing technological advancement and societal needs.
  • Monitors the standard of Nursing education and practice in the Country and ensures that such standards compare favourably with what obtains internationally.
  • Liaises with State Directors of Nursing Services and other heads of Nursing Institutions with the aim to design and execute programmes in Continuing Professional Development in line with the standards set by the Council.
  • Gives effect to Council’s decisions about Nursing education, in line with the laws establishing the Council.
  • Evaluates experimental or pilot schemes designed for the education of Nurses.
  • Evaluates the students’ knowledge in theoretical and practical exposure in relation to the Council’s approved curricula for Nursing and Midwifery education.
  • Organises workshops, Seminars, and training for all cadres of nurses and midwives from time to time in Nigeria.
  • Identifies relevant areas for research in Nursing and liaises with the Planning, Research, and Statistics Department on issues for research work.
  • Provides guidelines on the Council’s policies in relation to the evaluation of educational programmes, assessment of examinations, and the teaching process.

3. PLANNING, RESEARCH, AND STATISTICS DEPARTMENT

This department is headed by a Director who:

  1. Advises Council on matters relating to Management Information System which includes registration, certification, and licensure of all categories of Nurses.
  2. Assists in developing short and long-term development plans for the Council.
  3. Coordinates all activities involving the continuous generation of information that is related to Nursing both within and outside the Council and ensures that data thus generated are processed, stored, and made available when required.
  4. Ensures that the various equipment for collecting, collating, processing, and storage of data are functioning optimally and in good working condition.
  5. Ensures the adequacy of stock of materials for registration, licensure, and certification of Nurses as well as those required for the storage of various information and data.
  6. Evolves control measures for ensuring security of Council’s Registers, Certificates, Licenses, etc.
  7. Monitors the licensure of various cadres of Nurses and makes recommendation for modification of the licensing system where necessary.
  8. Ensures that names of certificated Nurses are gazetted.
  9. Identifies areas for research, and carries out research studies of such identified areas/topics.
  10. Liaises with State Directors of Nursing Services, Heads of educational institutions, and all departments of the Council in all matters related to Nursing and Midwifery research.
  11. Develops proposals for research work and maintains a functional library.
  12. Maintains links with various research and other related institutions for the exchange of information and pursuance of research work.
  13. Coordinates research findings and reports from various departments including the annual report and any other publication as may be required by the Council.

4. INSPECTORATE DEPARTMENT

The Inspectorate Department oversees all matters relating to the standards and accreditation activities of the Council. This department is headed by a Director.

FUNCTIONS

  • Host standard and Accreditation Committee meetings and records proceedings of the Council
  • Coordinates accreditation visits to proposed basic and post-basic Nursing institutions with a view to assessing and determining facilities available for the training of Nurses and Midwives.
  • Coordinates routine visits to existing Schools of Nursing and Midwifery to assess and determine available educational facilities for the training of various categories of Nurses and Midwives, and ensures that such facilities conform with the standards set by the Council.
  • Maintains and updates data on the accreditation status of nursing and midwifery institutions in Nigeria.
  • Compiles accreditation reports and forwards them to the respective institutions after an accreditation visit.
  • Designs and reviews, from time to time, the minimum standards of Nursing Education and Nursing practice in Nigeria and ensures that the standards conform with what obtains in other countries of the world.
  • Liaises with the State Nursing and Midwifery Committees to ensure that Council’s decisions on accreditation matters are complied with.
  • Organizes workshops and meetings for the maintenance and sustenance of nursing standards in Nigeria.
  • Evolves control measures to check the infiltration of quacks into the Nursing profession.
  • Liaises with the State Ministries of Health and State Commissioners of Police for the prosecution of identified quacks.
  • Coordinates the activities of the Zonal Offices.
  • Examines the registration and licensing particulars of all categories of Nurses, to ensure that such Nurses are duly registered and licensed with Council.

APPROVED ENTRY REQUIREMENTS FOR BASIC AND POST PROGRAMMES

The currently approved entry requirement is five (5) O’level credit passes in Mathematics, English Language, Physics, Chemistry, and Biology at not more than two (2) sittings from any of the following:

  • West African Examination Council (WAEC),
  • National Examination Council (NECO)
  • National Business and Technical Examinations Board (NABTEB)

Any student with foreign examination board result(s) is expected to submit an evaluation report or equivalent grading from the Federal Ministry of Education along with the result. A request for the verification of such results from the issuing organization to the Council is required.

NOTE: Acceptable Minimum Age range for admission into Basic Nursing and Basic Midwifery Training programme is 16.
